In September of 2021, then Fire Chief Dee McCluskey received calls from several community groups seeking families to support the upcoming holidays. Previously Chief McCluskey was aware of the joy and generosity that many community groups provided, but also that many families were left without help while others received support from multiple sources at the same time. This tragic misplacement of sorely-needed resources triggered a meet-up of more than 50 community leaders: concerned citizens, representatives of business, religious, educational, municipal, and service organizations, as well as representatives of organizations with valued resources to contribute.
The birth of the Heber-Overgaard Community Resource Network or HOCRN (“Ho-crin”) was the result of the energy generated by this initial call to action.
As the outreach and depth of local resources came together, so did a greater understanding of the serious need for help and support across all areas of the community.
But just as importantly, the enthusiasm across the community to contribute to HOCRN has continued to grow to 100+ concerned citizens and volunteers --all are welcome to attend and to volunteer in the many ways
HOCRN currently provides educational scholarships of over $8000 to students in Heber-Overgaard School District seeking higher education.

Mark joined the Marine Corps in 1988 and served for 8 years. He found a second calling while serving, and started college to study Fire Science. His passion for helping people grew into the career he has now enjoyed for over 29 years. Mark is currently a Firefighter for the City of Scottsdale Fire Department and he admits, “there is no greater feeling than being able to help someone on their “worst day”. During his career, Mark was fortunate enough to work with now retired Heber-Overgaard Fire Chief William D. McCluskey and grew a lifelong friendship.
Mark is an Arizona native born in Phoenix in 1969. He is the oldest son of three to Larry and Lorie Dahl. Every July, Mark’s family vacationed at “Big Lake” in the White Mountains. They enjoyed camping and fishing at this favorite location. This is where his love for the Rim Country started.
Fast forward to today; on their family’s way home from “Big Lake” they were blessed to have found a property for sale here in Overgaard and put in an offer. In 2019, Mark and his family purchased the property. His family includes his wife April, and three of their combined five children, two horses and the Mayor of Tall Timbers Park- the family dog, “Charlie”.
Mark has met a lot of great people in the short time living in Heber-Overgaard. One day, he was approached by Chief McCluskey about an idea that was about to become a reality in 2021. This was the Heber-Overgaard Community Resource Network or “HOCRN” for short. Spending his entire life helping people, it felt “right” and was a good fit for him to run for the board and serve his community.
On February 2nd, 2022, at 2:22 pm that dream of a couple amazing people became a reality for the five of them, which has grown to seven in just a short time. Amazing things can happen when a community comes together for a common goal to help one another.
John is the owner-operator of Heber-Overgaard Chevron and Dairy Queen. He worked for Safeway, Inc. for 30 plus years. His most recent roles were Vice-President of Marketing for Northern California, Nevada and Hawaii and Vice-President of Retail Operations in Southern California.

John has served on boards including: Co-Chair Safeway Corporate Diversity Board, San Diego Food Bank, and Heber-Overgaard Chamber of Commerce.
John and his wife of 35 plus years were both born and raised in Nebraska. They have two children and three grand-children.
He enjoys watching Nebraska football and volleyball. He and his wife like attending the Mogollon High School sporting events. He also plays Bridge and often hosts friends to play the game.
To provide coordination of community resources for Heber-Overgaard residents and visitors.
HOCRN is a 501(c)3 corporation and has aligned more than 50 community resources and a thriving cadre of dedicated volunteers to deliver on its mission.
In its first year, it coordinated volunteers and resources to refresh and expand the flow of quality items flowing “in” and thankfully, “out” of the thriving HOCRN Thrift Store, contributing to the goal of sustained financial growth.
Our volunteers have brought together the components of the first Heber-Overgaard Community Garden (GrowTogetherGarden.org), providing a secure location with adequate water and fencing for garden plots, gardening education, fellowship, and fresh produce for the area.
As community support and as enthusiasm grows, so will HOCRN’s ability to enrich more lives as it weaves together an ever-stronger safety net for the Heber-Overgaard Community.
Throughout this first year, HOCRN partners have been assembling a new community resource with the potential of impacting every household in the area. The Heber-Overgaard Crisis Response team under the direction of Fire Chief Jason Payne will provide a resource to the community available 24/7/365 to assist the fire, EMS, and LEO agencies during times of community crisis.
Volunteers will receive crisis response and support training to help community members after emergency workers have responded to events like a fire, death in a family, personal care or health crisis---essentially, Chief Payne and other Law enforcement agencies will now have both the equipment and trained volunteers to respond to community members in distress.
Fire and Law enforcement professionals will be freed to continue their duties secure in the knowledge that trained HOCRN volunteers will take over and guide those who are suffering to access HOCRN’s network for immediate care while negotiating the complexities of long-term solutions.
HOCRN along with 10 other organizations and individuals assisted in helping 126 children with our Christmas adoptions, the focus was gifts, coats, blankets, food, and much more.
We served 34 Seniors with our Senior Angel Tree program providing gifts, essentials, and local grocery gift cards, and a portion of each of their electric bills was paid, with the help of 18 private donors with the remainder of the collected funds going to Rim Country Senior Center.
We also serviced 43 other families and individuals throughout the year, for a total of 203 persons in 2022.
Our goals for 2023 are being voted on by the Board of Directors and as they're approved will be added to this section.
